Shapps on cyber attack: We can't rule out state involvement

The defence secretary has blamed a "malign actor" for the MoD payroll leak linked to a private contractor.

But despite education China could be involved, Grant Shapps does not name a country, but old MPs he could not rule statement involvement.

He also told the Commons it was important it was “put right and that it cannot happen again”.
