Health Secretary Wes Streeting has been outlining his approach to public health policy at a think tank event in Westminster.
Speaking at the Institute for Public Policy Research, he stressed the need to take the issue of chronic disease "seriously" through NHS and public health reform, saying it was "terrible" for people's quality of life, for the economy, and for health and social care services.
But Streeting promised not to tell people what to eat, drink or smoke.
